ADVERTISEMENT FOR A/E REQUEST FOR PROPOSALS
Pursuant to §41-16-72 of the Code of Alabama, as amended, Alabama Forestry Commission is requesting qualifications from design professionals licensed in the State of Alabama to provide Architectural and/or Engineering services for a New Bath House, Lookout Tower Interior Stair Replacement, and Equipment Storage Facility located approximately five miles south of Weogufka State Forest (Flagg Mountain) in Coosa County, Alabama. The approximate coordinates are 32.980771, -86.351281. The contract will be awarded to one professional firm and the services will be compensated utilizing the Division of Construction Management fee schedule for professional services.
Project General Description and Scope: The scope of work shall include but is not limited to the design of systems and required infrastructure that are typically associated with bath house projects and interior renovation projects. The bath house program requirements include two sinks, two water closets (one urinal and one water closet in the Men’s restroom) and one shower for each gender. The use of traditional construction materials is expected. The water supply and sewage system design should accommodate capacity for a primitive camping area with low to moderate use. The front facade should match existing nearby cabins in materials and character. The fire tower interior stairs are proposed to be redesigned as steel structure to replace the existing wood stairs. The support structure must be metal and the risers and treads may be other materials. The equipment storage facility will be pole construction that provides covered and secure storage of existing equipment in unconditioned space.
Qualifications: Applicants should have significant design experience with projects of similar program requirements. The firm shall include a Professional Architect registered in the State of Alabama. Alabama Forestry Commission will select the most qualified design professional as outlined in the Manual of Procedures, 2001 edition, provided by the Division of Construction Management. Recognizing the composition of Alabama’s citizenship, Alabama Forestry Commission encourages proposals from professionals that represent Alabama firms with diversity in their staffing, proposed project team, and associated professionals and consultants.
All applicable State of Alabama Division of Construction Management documents and procedures, as well as any other applicable requirements from funding sources, shall be utilized on this project. §41-16-82, of the Code of Alabama requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000.00. §31-13-1, of the Code of Alabama, (Alabama Immigration Law) imposes conditions on the award of state contracts. Firms must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Construction management firms should review and adhere to these guidelines as appropriate to their project type. Proposal Evaluation Criteria:Selection by the Alabama Forestry Commission shall be based on factors which may include, among others, the following:
A. The design team has demonstrated experience and competence on projects of similar size and scope within the last five years.
This request for qualifications is not an offer to contract but seeks the submission of qualifications from qualified, professional respondents that may form the basis for the negotiation of a contractor agreement. Alabama Forestry Commission reserves the right to award a contract to one or more selected entities, reject any or all proposals and solicit additional proposals, through the RFQ process, if that is determined to be in the best interest of the State of Alabama.
Response: Interested professionals should submit a letter of interest, statements of qualification utilizing GSA Standard Form 330 for the design firm and all consultants, signed, dated, and notarized Disclosure Statement plus any other relevant information for similar projects ongoing or completed within the past five years. Information for similar relevant project shall include project description, project budget, location, and timeline including start date and contract completion, scope of work, owner’s name and contact information, plus any other relevant information.
Proposals must be delivered no later than 4:00 p.m., Central Time on Wednesday, February 6, 2019.
