Pursuant to §41-16-72, of the Code of Alabama, as amended, Alabama Board of Pardons and Paroles is requesting qualifications from qualified Commissioning Authority (CxA) professionals licensed in the State of Alabama. The CxA will provide Commissioning services for Retro-commissioning for Thomasville LIFE Tech Facilities and Utility Infrastructure Feasibility Study located at 2115 Bashi Road, Thomasville, Alabama, in Clarke County, Alabama. The contract will be awarded to one professional commissioning firm and the services will be compensated utilizing the Division of Construction Management fee schedule for professional services.

Project General Description and Scope: The scope of work shall include but is not limited to the Retro-commissioning services that are typically associated with Building Commissioning and Infrastructure projects. The project includes the Facility’s Dorm Units 1, 2, and 3 (Buildings 526,550, and 509), the Probation and Parole Officer Building (Building 522), the Administration Building (Building 505), the Maintenance Building (Building 517), the Recreation Building (Building 530), the Laundry Building (Building540), the Dining Hall (Building 560), the Treatment Unit (Building 507), the Chapel Building (Building 519), and Commissary (Building 515). These buildings house and service approximately 300 supervised residents, participating in and receiving reentry programming and treatment provided onsite, and provide office space to those officers responsible for supervising residents. The scope of services will include full services for the Retro-commissioning of these facilities. The services will also include a feasibility study of the utility infrastructure to determine the advantages of utility ownership versus service provided to the campus by a utility company.

Qualifications: Applicants should have significant commissioning experience with projects of similar program requirements. The Building Commissioning and Retro-commissioning team shall hold a current certification as a CxA and include a Professional Engineer Registered in the State of Alabama. The proposal evaluation criteria for selection will be based on the following:

A. The Building Commissioning and Retro-commissioning team has demonstrated experience and competence on projects of similar size and scope within the last five years. (Minimum of 1M GSF in the last five years)
B. Building Commissioning and Retro-commissioning team has demonstrated ability to provide comprehensive commissioning services from project inception to construction completion including operator training.
C. The Building Commissioning and Retro-commissioning team has experience with State of Alabama projects and familiarity with the Division of Construction Management’s process and procedures.
D. Development of and sustained energy conversation measures and energy reduction opportunities with examples of measurable results.
E. Performing utility rate analysis with examples of measurable results.
F. Building energy assessments/audits with examples of measurable results. (Minimum of 2M GSF in the last five years).
G. The Building Commissioning and Retro-commissioning team’s location and availability to visit and monitor the site for the duration of the project.

Alabama Board of Pardons and Paroles will select the most qualified commissioning firm. Recognizing the composition of Alabama’s citizenship, Alabama Board of Pardons and Paroles encourages proposals from commissioning professionals that represent Alabama firms with diversity in their staffing, proposed project team, and associated professionals and consultants.

All applicable State of Alabama Division of Construction Management documents and procedures, as well as any other applicable requirements from funding sources, shall be utilized on this project. §41-16-82, of the Code of Alabama requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000.00. §31-13-1, of the Code of Alabama, (Alabama Immigration Law) imposes conditions on the award of state contracts. Firms must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Commissioning professionals should review and adhere to these guidelines as appropriate to their project type.

This request for qualifications is not an offer to contract but seeks the submission of qualifications from qualified, professional respondents that may form the basis for the negotiation of a contractor agreement. Alabama Board of Pardons and Paroles reserves the right to award a contract to one or more selected entities, reject any or all proposals and solicit additional proposals, through the RFQ process, if that is determined to be in the best interest of the State of Alabama.

Response: Interested professionals should submit a letter of interest, statements of qualification utilizing GSA Standard Form 330 for the lead commissioning firm and all consultants, signed, dated, and notarized Disclosure Statement plus any other relevant information for similar projects ongoing or completed within the past five years. Information for similar relevant project shall include project description, project budget, project location, project timeline including commissioning start and commissioning contract completion, scope of commissioning work, owner’s name and contact information, plus any other relevant information.

Proposals must be delivered no later than 4:00 p.m., Central Time on Tuesday, August 14, 2018.
