Pursuant to Alabama Act No. 2001-956 Northwest-Shoals Community College seeks proposals from qualified Commissioning Authority (CxA) professionals licensed in the State of Alabama. The CxA will provide Commissioning services under an open-end agreement for various facilities at Northwest-Shoals Community College.

Project General Description: Projects varying in size and complexity and duration which Northwest-Shoals Community College will be executing for the next two-years. Commissioning Authority cumulative cost will not exceed $500,000.00 for the duration of this agreement.

Qualifications: Northwest-Shoals Community College will select the most qualified Commissioning Authority professional as outlined in the Manual of Procedures, 2001 Edition, prepared by the Alabama Building Commission. Applicants must demonstrate established successful experience in delivering the following:

A. An Alabama licensed PE in the firm.
B. Building commissioning and retro-commissioning service (Minimum 1M GSF in the last three years).
C. Building energy assessments/audits (Minimum of 2M GSF in the last three years).
D. Developing sustained energy conservation measures and energy reduction opportunities.
E. Performing utility rate analysis.
F. Providing operator training.
G. Have a wide array of energy related expertise.

Responding firms shall provide documented success in performing the above for campuses and/or multi facility complexes. In addition, the firm must have the ability to provide thorough, accurate and timely services.

Recognizing the composition of Alabama’s citizenship, Northwest-Shoals Community College encourages proposals from Commissioning Authority professionals that represent Alabama firms with diversity in their staffing, proposed project team and associated energy professionals and consultants

All applicable State of Alabama Building Commission documents and procedures, as well as any other applicable requirements from funding sources, shall be utilized on this project. Act 2001-955 requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5000.

Act 2011-535 (Alabama Immigration Law) imposes conditions on the award of State contracts. Those requirements are effective 1 January 2012 for contracts receiving State funds. Proposers must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Architects and Engineers should review and adhere to these guidelines as appropriate to their project type. This request for qualifications is not an offer to contract but seeks the submission of qualifications from qualified, professional respondents that may form the basis for the negotiation of a contract or agreement. Northwest-Shoals Community College reserves the right to reject any or all proposals and to solicit additional proposals, through the RFQ process, if that is determined to be in the best interests of the State of Alabama.
