Pursuant to Alabama Act No. 2001-956, Calhoun Community College seeks proposals from qualified professionals licensed in the State of Alabama to consult with the College for architectural and engineering services for roof replacement and exterior wall renovations to the Sparkman building of the Huntsville Campus. This project will be contingent on ACCS Board of Trustees approval.

Project General Description: The Multi-Year Project will include a complete roof replacement (approximately 176,000 GSF), structural reinforcement of exterior CMU walls, and addition of metal wall panels on exterior CMU walls. The Project is anticipated to be broken down into three phases and three packages as follows (contingent on funds available):

A. Phase 1: Roof Sections 3 and 4 with associated Structural Reinforcement and Metal Wall Panels.
B. Phase 2: Roof Sections 1 and 2 with associated Structural Reinforcement and Metal Wall Panels.
C. Phase 3: Roof Section 5 with associated Structural Reinforcement and Metal Wall Panels.

Qualification: Applicants will be selected on the basis of professional qualifications and successful experience with similar full-service engagements. Applicants will be reviewed based on the following criteria:

A. Applicant firms must clearly demonstrate a considerable body of successful experience with similar or closely-related facility types. B. Skill and experience in analyzing and developing comprehensive analysis and assessment of existing conditions, developing effective and creative alternatives is essential. C. Applicants must demonstrate successful experience in delivering fully integrated facilities in a functional, economical and effective manner. D. Applicants must provide documented success in construction cost management, thorough, accurate and timely services and document production. E. Recognizing the composition of Alabama’s citizenship, Calhoun Community College encourages proposals from design professionals that represent Alabama firms with diversity in their staffing, proposed project team and associated design professionals and consultants. F. Applicant firms’ willingness to partner with preselected structural engineering firm and design for structural reinforcement of exterior walls.

All applicable State of Alabama Building Commission procedures as well as any other applicable requirements from funding sources shall be utilized on this project. Act 2001-955 requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000.

Act 2011-535 (Alabama Immigration Law) imposes conditions on the award of State contracts. Those requirements are effective 1 January 2012 for contracts receiving State funds. Proposers must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Architects and Engineers should review and adhere to these guidelines as appropriate to their project type. This request for proposals is not an offer to contract but seeks the submission of proposals from qualified, professional respondents that may form the basis for the negotiation of a contract or agreement. Calhoun Community College reserves the right to reject any or all proposals and to solicit additional proposals through the RFQ process if that is determined to be in the best interests of the State of Alabama.
