ADVERTISEMENT FOR A/E REQUEST FOR PROPOSALS
Pursuant to §41-16-72 of the Code of Alabama, as amended, Alabama Department of Environmental Management (ADEM) is requesting qualifications from design professionals licensed in the State of Alabama to provide Architectural services for An Office Expansion located at Alabama Department of Environmental Management, General Services Branch, Permits and Services Division, 1400 Coliseum Boulevard, Montgomery, Alabama. The contract will be awarded to one professional firm and the services will be compensated utilizing the Division of Construction Management fee schedule for professional services.
Project General Description and Scope:The scope of work shall include but is
not limited to the design of systems and
required infrastructure that are typically associated with office expansion projects and interior renovation
projects. The office program requirements include two new offices above existing wood framed offices inside the
existing General Services Branch facilities. The project includes stairs and horizontal circulation corridor to
the proposed office space. The use of traditional wood construction materials is expected. The electrical and
mechanical design will account for existing services.
Qualifications: Applicants should have design experience with projects of similar size and scope. The firm shall include a Professional Architect registered in the State of Alabama. Alabama Department of Environmental Management will select the most qualified design professional as outlined in the Manual of Procedures, 2001 edition, provided by the Division of Construction Management. Recognizing the composition of Alabama’s citizenship, Alabama Department of Environmental Management encourages proposals from professionals that represent Alabama firms with diversity in their staffing, proposed project team, and associated professionals and consultants.
All applicable State of Alabama Division of Construction Management documents and procedures, as well as any other applicable requirements from funding sources, shall be utilized on this project. §41-16-82, of the Code of Alabama requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000.00. §31-13-1, of the Code of Alabama, (Alabama Immigration Law) imposes conditions on the award of state contracts. Firms must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Professionals should review and adhere to these guidelines as appropriate to their project type.
Proposal Evaluation Criteria: Selection by the Alabama Department of Environmental Management shall be based on factors which may include, among others, the following:
A. The design team has demonstrated experience and competence on projects of similar size and scope within the last five years.
This request for qualifications is not an offer to contract but seeks the submission of qualifications from qualified, professional respondents that may form the basis for the negotiation of a contractor agreement. Alabama Department of Environmental Management reserves the right to award a contract to one or more selected entities, reject any or all proposals and solicit additional proposals, through the RFQ process, if that is determined to be in the best interest of the State of Alabama.
Response: Interested professionals should submit a letter of interest, statements of qualification utilizing GSA Standard Form 330 for the design firm and all consultants, signed, dated, and notarized Disclosure Statement plus any other relevant information for similar projects ongoing or completed within the past five years. Information for similar relevant project shall include project description, project budget, project location, project timeline including start date and contract completion, scope of work, owner’s name and contact information, plus any other relevant information.
Proposals must be delivered no later than 4:00 p.m., Central Time on Tuesday, November 27, 2018.
