Pursuant to Alabama Act No. 2001-956, Wallace State Community College invites qualified firms to submit a letter of interest and supporting documentation relating to Architectural professional services for the renovation/repurposing of the Student Center Grill area to a state of the art Culinary Arts Facility.

Proposed Scope of Work:: The proposed scope of work includes the design and on-site construction administration of the renovation of the Student Center Grill area into a state of the art Culinary Arts Facility. Design will be based on coordination with Wallace State Community College management. This projected budget is $1,500,000.

Qualifications: The design professionals shall hold a professional license, be registered in the State of Alabama, and be knowledgeable of the requirements of Alabama’s Public Works law and the Alabama Building Commission’s Manual of Procedures. Applicants will be selected on the basis of experience and qualifications of the firm.

Recognizing the composition of Alabama’s citizenship, Wallace State Community College encourages proposals from design professionals that represent Alabama firms with diversity in their staffing, proposed project team and associated design professionals and consultants.

All applicable State of Alabama Building Commission procedures as well as any other applicable requirements from funding sources shall be utilized on his project. Act 2001-955 requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000.

Act 2011-535 (Alabama Immigration Law) imposes conditions on the award of State contracts. Those requirements were effective January 1, 2012 for contracts receiving State funds. Firms must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Architects and engineers should review and adhere to these guidelines as appropriate to their project type. Response: Interested professionals should submit a letter of interest along with a completed GSA Standard Form 330 and a word searchable PDF file (disk, external thumb drive, etc.) containing any additional documentation relating to Architectural professional services.

Proposals must be received no later than 2:00 p.m. on January 12, 2017.

This request for proposals is not an offer to contract but seeks the submission of proposals from qualified, professional respondents that may form the basis for the negotiation of a contract or agreement. Wallace State Community College reserves the right to reject any or all proposals and to solicit additional proposals through the RFP process if that is determined to be in the best interest of the State of Alabama.
