ADVERTISEMENT FOR A/E REQUEST FOR PROPOSALS
Pursuant to §41-16-72 of the Code of Alabama, as amended, Alabama Department of Rehabilitation Services (ADRS) is requesting qualifications from design professionals licensed in the State of Alabama to provide architectural and/or engineering services for Security Upgrades and Exterior Renovations to existing Building 560, S. Lawrence Street and Building 602, S. Lawrence Street, located in Montgomery, Alabama. The contract will be awarded to one architectural/engineering firm and the services will be compensated utilizing the Alabama Building Commission fee schedule for professional services.
Projest General Description and Scope: The scope of work shall include but is not limited to the design of systems and infrastructure that are typically associated with building security system upgrades where multiple buildings and systems will be interconnected, and exterior renovations of an existing concrete entrance canopy. The project includes access control for building entrances and security camera monitoring of public corridors and parking areas. Renovation of existing corridors to control separation of public and private spaces will be required. Exterior renovations to the existing entrance canopy will include steel reinforcement repair and concrete patching per structural engineer’s recommendations report provided by the Owner. The maximum estimated construction budget for this project is $275,000.
Qualifications:Applicants should have significant design experience with security upgrade projects and building exterior renovations of similar program requirements. Alabama Department of Rehabilitation Services will select the most qualified design professional as outlined in the Manual of Procedures, 2001 edition, provided by the Division of Construction Management. Recognizing the composition of Alabama’s citizenship, ADRS encourages proposals from design professionals that represent Alabama firms with diversity in their staffing, proposed project team, and associated design professionals and consultants.
All applicable State of Alabama Building Commission documents and procedures, as well as any other applicable requirements from funding sources, shall be utilized on this project. §41-16-82, of the Code of Alabama requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000.00. §31-13-1, of the Code of Alabama, (Alabama Immigration Law) imposes conditions on the award of state contracts. Firms must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Architects and engineers should review and adhere to these guidelines as appropriate to their project type. This request for proposal is not an offer to contract but seeks the submission of proposals from qualified, professional respondents that may form the basis for the negotiation of a contractor agreement. Alabama Department of Rehabilitation Services reserves the right to award a contract to one or more selected entities, reject any or all proposals and to solicit additional proposals, through the RFP process, if that is determined to be in the best interest of the State of Alabama.
Response: Interested professionals should submit a letter of interest, statements of qualification utilizing GSA Standard Form 330 for the lead design firm and all consultants, plus any other relevant information for similar projects ongoing or completed within the past five years. A signed and completed Disclosure Statement is required to be submitted with the proposal.
Proposals must be delivered no later than 2:00 p.m., Central Time on November 17, 2017.
