Pursuant to 2001-956, Lurleen B. Wallace Community College seeks proposals from qualified professionals licensed in the State of Alabama to provide architectural and or/ engineering services for the design of a renovation project for the Forestry Building on the Andalusia Campus.

Project General Description: The project consists of some demolition and renovations of interior spaces, new windows and doors across the front and a newly constructed covered porch, The project will provide ADA complaint restrooms and some electrical and mechanical upgrades. The estimated construction budget for this project is $400,000.00

Qualifications: Lurleen B. Wallace Community College will select the most qualified design professional as outlined in the Manual of Procedures, 2001 Edition, prepared by the Alabama Building Commission. Applicants must demonstrate successful experience in delivering fully integrated facilities in a functional, economical and effective manner. Applicants must provide documented success in construction cost management, thorough, accurate and timely services and document production. Recognizing the composition of Alabama’s citizenship, Lurleen B. Wallace Community College encourages proposals from design professionals that represent Alabama firms with diversity in their staffing, proposed project team and associated design professionals and consultants.

All applicable State of Alabama Building Commission documents and procedures, as well as any other applicable requirements from funding sources, shall be utilized on this project. Act 2001-955 requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5000.

Act 2011-535 (Alabama Immigration Law) imposes conditions on the award of State contracts. Those requirements are effective 1 January 2012 for contracts receiving State funds. Proposers must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Architects and Engineers should review and adhere to these guidelines as appropriate to their project type. Response: Interested professionals should submit an original proposal in USB–CD form along with one hard copy. Proposals must include a letter of interest, a completed GSA Standard Form 330, and a State of Alabama Disclosure Statement along with any other relevant information to the following:

Proposals must be clearly marked “Architectural and Engineering Services Submittal” and must be received no later than 2:00 PM, June 15, 2017.

This request for proposals is not an offer to contract but seeks the submission of proposals from qualified, professional respondents that may form the basis for the negotiation of a contract or agreement. At least three A/E firms will be selected from those submitting proposals for further and more detailed evaluation and review by a committee of representatives from the College. Lurleen B. Wallace Community College reserves the right to reject any or all proposals and to solicit additional proposals, through the RFP process, if that is determined to be in the best interest of the State of Alabama.
