Pursuant to §41-16-72 of the Code of Alabama, as amended, Alabama Department of Youth Services is requesting qualifications from qualified design professionals licensed in the State of Alabama. The A/E will provide services for Functional Analysis Study for the Mt. Meigs Campus located at 1000 Industrial School Road, P.O. Box 66, Mt. Meigs, Alabama 36057. The contract will be awarded to one professional firm and the services will be compensated utilizing the Division of Construction Management fee schedule for professional services.

Project General Description and Scope: The scope of work shall include but is not limited to services that are typically associated with analysis of Juvenile Detention Facility projects. The project includes survey of the existing conditions of the campus facilities including buildings, equipment, maintenance requirements, utilities, and occupant and staff capacities. The services will also include a functional analysis study of the campus to determine the capacities of existing services to establish a functional baseline. The design professional will propose construction and/or renovation opportunities for the campus building program.

The estimated total budget for analysis, design, and construction cost for this project is $5,000,000.

Qualifications: The design A/E team shall have the following qualifications and experience:

A. The team has demonstrated experience and competence on analysis projects of similar size and scope.
B. The team has demonstrated ability to provide comprehensive analysis services from project inception to construction completion. C. Development of functional analysis measures including flow diagrams with detailed examination criteria.
D. The team has experience with State of Alabama projects and familiarity with the Division of Construction Management’s process and procedures.
E. The team’s location and availability to visit and monitor the site for the duration of the project.
F. Experience in working with and designing a juvenile correction facility.

Alabama Department of Youth Services will select the most qualified firm. Recognizing the composition of Alabama’s citizenship, Alabama Department of Youth Services encourages proposals from professionals that represent Alabama firms with diversity in their staffing, proposed project team, and associated professionals and consultants.

All applicable State of Alabama Division of Construction Management documents and procedures, as well as any other applicable requirements from funding sources, shall be utilized on this project. §41-16-82, of the Code of Alabama requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000.00.The form is available online at

§31-13-1, of the Code of Alabama, (Alabama Immigration Law) imposes conditions on the award of state contracts. Firms must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Design professionals should review and adhere to these guidelines as appropriate to their project type.

This request for qualifications is not an offer to contract but seeks the submission of qualifications from qualified, professional respondents that may form the basis for the negotiation of a contractor agreement. Alabama Department of Youth Services reserves the right to award a contract to one or more selected entities, reject any or all proposals and solicit additional proposals, through the RFQ process, if that is determined to be in the best interest of the State of Alabama.

Response: Interested professionals should submit a Letter of Interest, Statements of Qualification utilizing GSA Standard Form 330 for the lead firm and all consultants, plus any other relevant information for similar projects ongoing or completed within the past five years. Information for similar relevant project shall include project description, project budget, project location, project timeline including start and contract completion, scope of work, owner’s name and contact information, plus any other relevant information. A signed and completed Disclosure Statement is required to be submitted with the proposal.

Proposals must be delivered no later than 2:00 p.m., Central Time on Wednesday, November 1, 2017.
