ADVERTISEMENT FOR A/E REQUEST FOR PROPOSALS
Pursuant to §41-16-72, of the Code of Alabama, as amended, the Alabama Department of Agriculture and Industries requests submittals from qualified design professionals to provide architectural and/or engineering services for the following project: ROOFING REAPIRS FOR THE STATE FARMERS MARKET BUILDINGS, located at: 1655 Federal Drive, Montgomery, AL 36107 The contract shall be awarded to one architectural/engineering firm and the services will be contracted per the Manual of Procedures for the Alabama Building Commission.
Proposed Scope of Work: The Scope of Work for professional design services shall include but not be limited to the repair of roofs and related work: evaluating existing roof conditions (including but not limited to metal roof, cupola and roof penetrations, and flashings conditions at parapet walls and clerestory windows), roof repair recommendations, and design work. The project includes but is not limited to the following buildings (square footages are approximate): Retail Building Number One: 20,750 SF, Retail Building Number Two: 20,750 SF, Truckers Building: 22,000 SF, and Administration Building: 2,000 SF. Estimated Construction Budget for this project to be $500,000-$750,000.
Qualifications:The design A/E team shall have the following qualifications and experience:
• An experienced team with extensive prior knowledge with
metal roofing systems and repair of similar size and complexity.
Recognizing the composition of Alabama’s citizenship, the Department of Agriculture and Industries encourages submissions from design professionals that represent Alabama firms with diversity in their staffing and proposed project team, including but not limited to, associated design professionals and consultants.
§41-16-82 of the Code of Alabama requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000. The form is available online at http://www.ago.state.al.us/File-AL-Vendor-Disclosure-Statement.
§31-13-9 of the Code of Alabama (Alabama Immigration Law) imposes conditions on the award of state contracts. Firms must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Architects and Engineers should review and adhere to these guidelines as appropriate to their project type.

Non-Commitment of Funds. Any contract related to this proposed project is subject to the availability of funds and/or the needs of the Alabama Department of Agriculture and Industries (ADAI) and therefore the ADAI, at its discretion, may or may not issue a final contract as a result of this RFQ. Further, even in the event an initial selection is made by the ADAI, no selection is final until full execution of a written agreement detailing an agreed upon scope of work. If the ADAI deems, at is sole discretion, that a satisfactory agreement cannot be reached in accordance with an initial selection; the ADAI reserved the right to proceed with efforts to make another selection based upon proposals submitted pursuant to this RFQ.
Open Records Act. All responses received will be subject to the Alabama Open Records Act, Ala. Code § 36-12-40, (1975), as amended, and may be subject to public disclosure upon request.
